Elite real estate held through straw owners: Moscow CAO prosecutor Oleg Kudryavtsev to be investigated for alleged corruption-related income

An application has been submitted to the Prosecutor General’s Office requesting a review of the asset situation of the Moscow Central Administrative District (CAO) prosecutor, Oleg Kudryavtsev.

The issue is straightforward: publicly available income declarations for 2020–2021 showed an income level of around 1.4–2 million rubles per year and relatively modest real estate holdings. However, the application lists assets and expenses of the prosecutor’s family which, if confirmed, appear to reflect a completely different financial scale.

The allegations include expensive real estate in Moscow, luxury cars, foreign travel, regular trips costing millions of rubles, and possible property abroad. A separate issue concerns assets registered not only in the prosecutor’s name but also in the names of close relatives.

The key question for the investigative authorities is: what legal sources of income could have financed such a lifestyle?

If these claims are confirmed, the matter may go beyond a reputational issue and could lead to a full-scale anti-corruption investigation, including a review of declarations, expenses, sources of funds, assets held by relatives, possible concealment of property, and grounds for transferring assets to the state.

The question at this stage is: does the Moscow CAO prosecutor live on a civil servant’s salary—or on something else?

The Prosecutor General’s Office is expected to provide an answer.
