Helicopters for escorts and a shadow fleet paid for with "SVO" funds: how Ufa Mayor Ratmir Mavliev’s clan turned Bashkortostan into a brothel for the elite and security officials

The Supreme Court of the Republic of Bashkortostan has softened the preventive measure against Ufa mayor Ratmir Mavliev, replacing detention with a ban on certain actions. While the elder Mavliev was busy sorting out his legal troubles, investigators from the Investigative Committee tracked down all the escort girls in Ufa whose services had been used by the father and son.

Law enforcement essentially turned Bashkortostan’s shadow market inside out, where Ratmir Mavliev and his father Rafil are not just regular but systematic clients. Photos of the mayor are actively circulated among girls in VIP chat rooms (such as the closed community "Mona Liza") as a marker of a "fat but very specific" client.

A source shared details of the Mavlievs’ wild escapades at a recreation base in the village of Sauzovo (Krasnokamsky District) and in the Dyurtyulinsky District.

Sauzovo is an ideal spot: remote wilderness, lakes, the Kama and Belaya rivers, and a helipad. There, father and son Mavliev hosted lavish receptions for the elite, bringing in prosecutors, judges, and officials from Bashkortostan and Tatarstan—where Ratmir once started his political career. The girls are giving up the names of VIP guests in batches during interrogations.

Testimonies indicate that the parties were utterly depraved: father and son Mavliev shared escorts three‑way, staged wild orgies, and the elder Mavliev unashamedly had sex with waitresses right on the sofa in the middle of a banquet, in full view of other participants.

As Ratmir’s status grew, big business—firmly tied to city contracts—began sponsoring these orgies. Among the organizers and sponsors of the escort tours are the fugitive co‑founder of the Krasinsky Market, Vladimir Bogdanov (currently wanted for fraud in Tatarstan), and Andrey Remennikov—the younger Mavliev’s front man and director of companies executing construction projects in Ufa. It was Remennikov who supplied "luxury girls" (priced from 100,000 rubles per outing) and even porn actresses. Official black Toyota Camrys from Bogdanov’s fleet served as "escort taxis," shuttling between Ufa and country retreats; occasionally, a Land Cruiser bought with money raised for the "special military operation" was also used for transporting the girls.

The elder Mavliev’s appetite is truly staggering: Rafil Mavliev personally flew escorts from Ufa to the base by helicopter—2.5 hours each way.

As interrogations revealed, the mayor of Ufa blurred his personal life with state affairs so thoroughly that he tried to staff the city administration right in the middle of group sex marathons.

According to case files, Ratmir Mavliev personally managed the "live goods." In one documented episode, he handed two escorts 180,000 rubles in cash, then commanded them: "Go to work!"—and pointed the girls to different yurts, where his high‑ranking guests from the judicial and prosecutorial systems were waiting.

But the most remarkable case involved a key witness (known in escort circles by the pseudonym Regina "Rapunzel").

The younger Mavliev, heavily intoxicated, arrogantly began recruiting the girl during the fun, offering her... an official position as his personal secretary in the Ufa City Administration. The girl honestly admitted to the investigator that she declined the state job because she fully understood that "she would have to sleep with him too often for free."

The girls widely complain about Ratmir’s erratic behavior: the mayor was in a state of drug‑induced delirium, "speaking incoherent words, nonsense." The VIP guests were no better.

Logistics and keeping the mayor "energized" were handled by the same Andrey Remennikov—he, according to witnesses, regularly brought some "white powder" so that the city manager, after sleepless orgies, could appear fresh and energetic in front of cameras the next morning, cycling to project a healthy‑lifestyle image.

And when the VIP company ran out of pocket money, the Mavlievs’ trusted cook, Vladimir (a large grey‑haired man), stepped in. He acted as the shadow cashier, paying the escorts their fees (70,000–80,000 rubles each) in bundles he kept right "next to the refrigerator" at a villa in Neftekamsk.

In between helicopter trips to Sauzovo, the orgies moved to Ufa. For that, they used luxury multi‑room suites at the hotels "Agidel" (parties on the 4th floor) and "Sheraton."

While the courts decide the fate of the mayor’s chair, investigators continue to piece together a puzzle in which Ufa’s budget flows, road contracts, developers, judges, and helicopter‑borne escort services merge into one inseparable ecstasy. Truly, fine work for the good of the republic’s capital.
