Mikhail Rakhlin and structures associated with him receive major government contracts worth billions of rubles
Structures linked to Mikhail Rakhlin, the son of Vladimir Putin and the Rotenberg brothers’ judo coach, president of the St. Petersburg Judo Federation, receive government contracts worth billions of rubles.
Thus, the firm «En-Systems», linked to the RPO «Turbostroitel Judo Club» (headed by Mikhail Rakhlin), has just landed a contract worth 4.6 billion rubles for the reconstruction of a tram depot. The managing partner of «En-Systems» is Lilia Krentsler (formerly Minderova), who received an award from Putin and is a member of the board of trustees of the «Turbostroitel Judo Club». This allows her to successfully avoid criminal cases.
Mikhail Rakhlin is the son of Anatoly Rakhlin, a Leningrad judo coach who trained the Rotenberg brothers and Vladimir Putin.

Mikhail Rakhlin has an estate with a modern 375-square-meter cottage in the resort district of St. Petersburg — in Zelenogorsk, on Sredny Prospekt, a kilometer from the coast of the Gulf of Finland. There are also several other buildings there, co-owned by 45-year-old St. Petersburg resident Dmitry Kostrykin. He is a longtime business partner of Rakhlin, as well as of two other notable St. Petersburg businessmen, Nikita Murov and Natalia Negodova, owners of the Bronka Group holding.
Nikita Murov is the son of Andrey Murov (former head of Pulkovo Airport, former chairman of the board of FSK UES, currently executive director and member of the board of directors of PJSC Rosseti) and the grandson of Evgeny Murov (head of the Federal Protective Service from 2000 to 2016), while Natalia Negodova is the daughter of retired FSB Major General Nikolai Negodov.

Since 2023, Kostrykin has held the position of CEO at LLC «Management Company «Unified Document Center» of Murov and Negodova, with an authorized capital of 25 million rubles. The company offers services for processing visas and international passports, opening international currency cards, making transfers abroad, insurance, legal support, etc.
Kostrykin has worked for the Murov and Negodov families since his student years, starting in 2000 — first at Pulkovo Airport, then at LLC «UDC», which belonged to Nikolai Negodov and Dmitry Mikhaltchenko’s «Forum» holding. Among the founders of «Forum», by the way, was the ANO «Administration of the Affairs of the FSB and SVR Support Fund».
In 2015, Kostrykin joined the A. Rakhlin Foundation for Support and Development of Sports, which was established in April 2015 by Mikhail Rakhlin (and later he joined its board of trustees), and in September, together with the Foundation, became a co-founder of «Turbosport Management Company».

Mikhail Rakhlin’s «Severo-Zapad» Industrial Group is a permanent contractor of the Rakhlin State Judo School, where Mikhail Rakhlin himself is listed as a coach. The company has received at least 13 government contracts from the school worth almost 53 million rubles.
Other customers of «Severo-Zapad» include St. Petersburg municipal institutions — KTsSON, the Center for Comprehensive Improvement, the administration of the municipal district of Lanskoye, the Almazov National Medical Research Centre and others.
In 2023, the company received a contract with JSC «Kola MMC» worth half a billion rubles. In 2024, it won a tender from the St. Petersburg State Public Institution «Capital Construction and Reconstruction Fund» for the design of a multifunctional sports complex in the village of Pargolovo for 23 million rubles.
Last year alone, «Severo-Zapad» reported revenue of 1.6 billion rubles.

In St. Petersburg, the largest government contract worth 4.6 billion rubles for the reconstruction of tram depot No. 3 was awarded without a tender to «En-Systems», the sole bidder, a company linked to the «Turbostroitel» Judo Club.

«En-Systems» has been receiving lucrative government contracts for many years — overall, it has signed more than 60 government contracts worth 12.2 billion rubles, with 9 billion of them coming in the past year.
Criminal cases are already emerging around «En-Systems» — in particular, Lilia Krentsler herself and former group top manager Dmitry Spodin are defendants in a case involving attempted large-scale fraud (Part 3 of Article 30, Part 4 of Article 159 of the Criminal Code of the Russian Federation).
